$2.6 Billion for the ICC, but nothing for pedestrian safety on Norbeck Road?

Where's the money for non-motorized travel?
If the State can find $2.6 billion to finance the six-lane Intercounty Connector, then why can't it build an 10-foot wide pedestrian-bike path on Norbeck Road?

According to Melinda Peters and Jeremy Beck, there were plans for pedestrian and bicycle facilities along MD 28 (Norbeck Road) between MD-97 (Georgia Avenue) and MD-182 (Layhill Road), as part of SHA’s MD-28/MD-198 Corridor Improvement Study.  This project planning study began in 2002, but was shelved in 2010 during the economic downturn.

Currently, the MD-28/MD-198 pedestrian-bike project is not funded for any activities beyond project planning.  If you are dissatisfied with the State's inaction on pedestrian-bicycle safety and planning in the MD-28/MD-198 Corridor then please pick up the phone or fire up your computer and contact Mr. Jeremy Beck, Project Engineer, SHA at 410-545-8518 or via email at jbeck@sha.state.md.us.
